How it works
WPG is governed by residents and delivered by professionals. The committee sets direction, manages the membership and handles finances, and appoints the provider that delivers the ranger workforce, control room and incident response to WPG's standard. Here is what your membership pays for.
How WPG is run
WPG is a non-profit governed by a volunteer committee of Winston Park residents. The committee sets the standard for armed response, the control room and patrols, and contracts a licensed provider to deliver it under a formal service-level agreement. Members fund the programme; the committee oversees it; the provider delivers to WPG's standard.
Who delivers this
WPG appoints C-OPS to deliver the armed response, control room and ranger patrols day to day. We chose them because they hold the licences this work requires, run a control room that covers our area around the clock, and already know Winston Park. The appointment isn't permanent: when the contract period ended in 2025 the committee ran a full Request for Proposals and evaluated the field before reappointing them, on an agreement with clear performance targets. WPG sets the standard; they deliver to it.
Armed response
The rangers on the WPG programme patrol Winston Park and respond to incidents, to the standard WPG sets.
24/7 control room
The programme is backed by a round-the-clock control room that monitors CCTV feeds and coordinates response. Residents call the emergency numbers directly to report incidents — see the Emergency contacts panel on the home page.
Call-the-Ranger stations
Two Call-the-Ranger stations stand in the suburb — one at the entrance and one at the Jan Smuts Viewpoint, live since September 2026. Press the button and you are put straight through to the control room, which dispatches a ranger. Each pole carries a camera covering the spot. You don't need your phone, and you don't need to be a member to use one in an emergency.
CCTV & ANPR
An expanding network of cameras — including Automatic Number Plate Recognition units — covers the main entry and exit points of the suburb.
Tactical patrols & ID checks
Scheduled and random patrols cover the suburb day and night. Domestic workers and contractors entering the suburb may be asked to check in at designated points. All personal information is handled in accordance with POPIA.
Incident escalation
When an incident is reported, the control room dispatches the appropriate response — armed ranger, SAPS, or emergency medical services. Every incident is logged for accountability.
Proactive, not reactive
WPG's approach is to stop trouble before it reaches your home, not respond after it already has. That means watching the routes into Winston Park, not just reacting to calls once something has happened.
Cliff and gorge barriers
Winston Park is bordered by cliffs and gorges that act as natural barriers, but a handful of access points are still used to get in. WPG funds barriers and monitoring at exactly those points.
Covert surveillance
WPG has developed its own covert surveillance capability for this suburb, built specifically around how people try to get in and out. We don't publish how it works — that's rather the point.
Investigators and informants
WPG funds private investigators and trusted informants as part of the programme. That work has helped put three people in front of a court.
Holding the service to a standard
Appointing a provider isn't the end of it — WPG keeps an eye on how it's going. We watch how fast help reaches a member who calls, whether patrols are where they should be, and whether the camera network is working. We check, and where it's not right, we take it up with the provider.
What members receive
Active members get armed-response coverage, direct access to the control-room hotline, real-time security alerts ahead of non-members, and voting rights at the AGM. WPG sends a monthly update with anonymised incident statistics. Financials are presented annually.
